Russian-Algerian negotiations

The development of strategic Russian-Algerian cooperation in various fields, as well as current issues on the international agenda, including the situation in the Middle East and North Africa region were discussed during the discussion.

After the official meeting ceremony in the St. George's Hall of the Grand Kremlin Palace, the conversation between the leaders of the two countries began. Then the international consultations continued in an expanded format.

Following the talks, a package of documents was signed, including a Declaration on an In-depth Strategic Partnership between Russia and Algeria.

In addition, Putin and Tebboune made statements to the media.

Vladimir Putin: Dear Mr. President, Dear friends!

Welcome to Russia. We are very glad to see you.

Relations with Algeria are of special importance for our country and are of a strategic nature. Just now, when we moved to this hall, Mr. President and I recalled that relations between Russia and Algeria began to take shape back in the mid-50s and were developing. We can say that they were already strategic at that time – without any exaggeration.

During this time, we have developed very good relations between the Russian people and the heroic, I would say, courageous people of Algeria, since they fought for their independence for many years and won. Last year marked the 60th anniversary of the establishment of diplomatic relations between our countries.

As you know, the USSR provided significant support to Algerian friends in the war of liberation, and in the early years of Algeria's independence, it contributed to the formation of Algeria as an independent, sovereign state, the formation of its economy in a number of areas.

Russian-Algerian cooperation is currently truly multifaceted and has significant potential for further development. Following the talks, dear Mr. President, we will sign a Declaration on deepening the strategic partnership between Russia and Algeria, which will mark the beginning of a new, even more advanced stage in bilateral relations.

Regular political dialogue plays an important role. We are in constant contact with you, our colleagues are working: Foreign Minister [Sergey Lavrov], Secretary of the Security Council [Nikolai Patrushev], Chairman of the upper house of the Russian Parliament [Valentina Matvienko]. There is also an intergovernmental commission.

Algeria is one of the three leading trade partners of Russia on the African continent. Yesterday, as far as I know, you were supposed to attend the Russian-Algerian business forum. I hope that interest on both sides in such events will only increase. Looking ahead, we will be glad to see you in St. Petersburg at the end of July at the second Russia–Africa summit.

I would also like to note that Russian-Algerian coordination within multilateral formats and organizations is also at a good level. Our efforts through OPEC+ and the Forum of Gas Exporting Countries contribute to the stabilization of global energy markets.

Our constructive cooperation continues at other venues, in particular at the UN. With the election of Algeria as a member of the Security Council for 2024-2025, I hope that this interaction will only intensify.

Humanitarian ties are developing. The opening of the National Hero of Algeria Emir Abdelkader Square in the center of Moscow yesterday was timed to coincide with your visit. This facility will become another good, vivid symbol of strong Russian-Algerian friendship.

Abdelmadjid Tebboune (translation): I express to you my deep satisfaction with this meeting. Thank you so much for your hospitality. This shows the depth of friendship that exists between Algeria and the Russian Federation.

Our relations have never changed – it has been 60 years, and Algeria has always supported Russia. Today, there may be pressure from foreign countries on us, but this can never affect our relations.

Firstly, we must preserve our independence – this is thanks to the support of the Russian Federation, which provides us with weapons so that we maintain our independence in these difficult conditions.

We must exchange views in all conditions. We must always be in touch, and we must touch on all points.

Before we discuss all this in detail, I congratulate you on the national [holiday] – the Day of the Russian Federation – on June 12.

As for the most important points that we need to touch upon. As you know, Russia has always helped Algeria, and now we are a member of the [UN] Security Council – this is thanks to the friendly Russian Federation.

We almost agreed, even before we started negotiations, on all the points that relate to the international situation. As you know, the situation is very tense. It is necessary that we accelerate the process, that we join the BRICS group and that we accept neither dollars nor euros. It will be beneficial for Algeria. God willing.

As for the geopolitical situation and relations here, we must touch on the Libyan issue. Libya is a friend to Russia and Algeria, so we always want stability in this country.

As for the Sahel region, we maintain the relations that exist between Mali and the Russian Federation. Mali is our country's neighbor. In all circumstances, we must negotiate and discuss all issues. We [have] an agreement called the Algiers Agreement.
