Concerning the grain supply system in Algeria

Algeria is traditionally one of the world's top ten grain importers, purchasing annually on the international market about 12-13 million tonnes of products, including 6 to 8 million tonnes of wheat.

The main importer is a state organisation - Office Algérien Interprofessionnel des Céréales (OAIC), which traditionally has the monopoly right to import soft and hard wheat, as well as (from 2023) various cereals - chickpeas, lentils, peas and others.

OAIC procures on the basis of closed tenders, for participation in which a foreign company must be included in the OAIC shortlist of suppliers. This list is updated once every two or three years - the current one is valid for the period from 2024 to 2026 tentatively. However, foreign suppliers who are not shortlisted, but have products of adequate quality, generally supply through international traders on the list.

The deadline for submission of quotations for OAIC tenders is 48 hours from the date of advertisement, and a tender may be advertised on a Saturday with the condition that a quotation must be submitted on Monday. Upon receipt of bids, the tender committee selects a few of the most attractive bids and begins negotiations with potential suppliers.
