Algeria has outlined the main directions of its economic transformation through 2030. The national strategy is designed to further reduce dependence on hydrocarbons, expand local manufacturing and increase non-oil exports.
Major projects for 2026–2030 are grouped around four areas: the economy, environment and climate, social protection, and the modernisation and digitalisation of public administration. In the economic pillar, the creation of a competitive national industrial base is a central priority.
Priority industries
- agri-food processing;
- pharmaceuticals;
- electronics;
- automotive manufacturing;
- production of equipment for renewable energy.
By 2030, Algeria plans to raise manufacturing’s contribution to GDP from the current 10% to 12%. The authorities also intend to support import substitution, develop domestic value chains and increase exports of agricultural products, pharmaceuticals and digital services.
Innovation will form another important element of the strategy. Research and development expenditure is expected to rise gradually from 0.7% to 1.5% of GDP, while annual economic growth is projected at 4–5%.
For Russian companies, these priorities may create opportunities to localise production, supply industrial equipment, establish joint ventures, transfer expertise and participate in industrial value chains linking Russia and Algeria.
